synopsis:<p>Supergirl and Power Girl are in the bottle city of Kandor disguised as Flamebird and Nightwing to help rebels fight an evil dictator. In this issue we see that for some reason Supergirl and Power Girl have moved into Kandor. The non Kryptonians of the city are being held in a poverty like state and treated horribly by the Royal family of the house of 'El. Supergirl and Powergirl join the citizenry and their fight for freedom as Nightwing and Flamebird.</p>
